No, receiving payments on personal account is free. Premier accounts and business accounts be waive their fees if the sender uses Mass Payment method, in which sender pays x% as fee, while receiver pay nothing.

well you can have a PayPal account without having a credit card... but like that you have maximum payment limit of 50$. best choice... [i've seen India is accepted with full rights] i mean.. you can withdraw too. so, best choice is to make a credit card and then you can also withdraw from it.. with a limit of 500$/Euro/day.
You can verify with a VCC but ul need to either buy a bank acc or have your own to be completley verified
When the VCC works, it works until the time Paypal finds you out and ask you to fax the credit card statement and other documentations and you probably be screwed. If you plan to use a VCC, just use it at your own risk and accept any consequences it may carry. Remember, you are using someone's else details to verify your account if you use a VCC and that a VCC is an unverifiable instrument where you can make up any details you like.
