Let's see the opinion on the following question: Can one make any assumption that if the PR of a webpage has been reduced recently that the links on that domain are not passing any PR juice? Anyone know?
I think the value of alot of sites used for links has dropped. If you buy links i can see that hruting site if google lowers the value of those links or gives no pr for them.
You better not concerned bout PR cause the one you see on toolbar is not the PR that google use to rank a website. If we see your question theoretically.. whatever a pagerank a webpage got, It will pass PR juice to all the links on that page.
you don't seem to understand the question. Google can penalize websites who buy links by discounting links on pages that sell links. So if site A sells links, it's PR has been dropped, what do you think is the chance that all the links on that page are worthless? It could have a PR6 dropped from PR8, but if the links were discounted the buyer is screwed either way.

If you know a site has been obviously penalized, then it is a risk unless you are buying for traffic. A drop in pr can happen in any pr update, but I don't believe Google done a pr update, but instead a pr penalty.
