In general, "YES" it is public domain and fair use applies but you should look for their policies on reuse... It may be ok for you to include in your website but you can't or may not apply: (examples only) 1. add to a eBook and distribute for a fee 2. add adverts to pages e.g. AdSense or banners 3. or some other considerations Basically such info is generated using your tax dollars so it's "public" but some conditions do/will apply.

I wasn't implying you couldn't... I was implying that some government agencies may have restrictions that you must follow... I don't know what they are (if any) -- they would be available in the website under policies or copyright disclaimer pages... you are best to read for yourself before use.
of course zip codes must be public domain - just like state and city names. the only thing you might not be able to do is hijack the script from their site to use on yours.
