If I have a lot of credits to buy links, what would work better: a lot of links from PR 0-1 or less links from PR 3-5 sites?
You shouldn't be basing it on PR since toolbar PR isn't updated frequently. But to answer your question, quality links are more beneficial.
forget about pr and Get relevant links from related websites. a relevant pr2 will probably help your rankings better than a totally irrelevant pr5 link.

High PR links are expensive to buy. You should go slow on link building. Start with low PR, 0-1. Then go for high PR.

I don't really have many credits, I was just making refference to the fact that I have some credits. They are from TNX's promotion. Speaking of that, when I was getting ready to spend them and going through my options, I wanted to put the links on only one category of sites, the category that my site is related to, but the site said that picking 5 categories was best. Wouldn't that hurt with irrelevent links?
relevancy is key..... if you are getting links from a pr 0 - 1 site check the doamin history. they might not have been around long enought to generate a high PR. I like my links the way i like my woman.......quality over quantity
It depends. The PR 0-1 that you are talking about might well be 4 or 5 on the next update. If you can have a look at the site, check out the time for which it has been there, as well the number of outbounds on it.
Quality over quantity makes sense to me too. However, liverpool makes a good point as well. Why not diversify and do some of each?
Relevance is ofcourse the key. Though cannot comment on the kind of PR rating links. Its a complex issue.
Get links from pages which have the keywords you want to rank for in their title tags and body text. Don't think about the PR.
