    Variety is a good rule of thumb, get as many varied links as possible in relevant sites (high pr, low pr, blogs, forums, etc)

    No metatags? Why would that matter. Google bots stopped reading meta keyword tags over a year ago. Only the lesser search engines pay any attention to them. Relevant non-reciprocal links are the best thing though, yea.

    I agree with the tips above, but as trichnosis said, site wide links dont always do harm. Like for example on blogs, or on websites developed by a web design company, they could place a footer link saying something like 'Designed / Developed by DESIGNER_NAME' with a link from every page. So in such cases, the links are alright and don't do any harm, even if they are from completely off topic sites. (like a link on a travel portal for a web design company)

    OR, commercial sites can post non-commercial information and gain lots of traffic and thus adequate business so they never have to PPC.

    In my experience even reciprocal link building is better than no link building. And as many mentioned here, have great and unique content and links and rating will come naturally. This is the only strategy that works 100%. My 2c.
