You'll always be able to find an example or two of someone using black hat or gray hat techniques and apparently getting away with it - for a while.

I don't think anyone would try to claim that Google catches all paid links - of course they don't. But they catch a lot of them and their ability to do so is improving as they tweak their algorithms and filters. That's what the stepped up campaign announced by Cutts and the "report paid links" page is all about. I think people might be surprised to find out how many people are willing and eager to report sites for this, and that provides Google with additional information on paid links they've missed to feed into their algorithms.

On the other hand, you only have to talk to people who have been hit by filters and manual penalties to provide you with all the evidence you need that Google can and does take action against those in violation of their webmaster guidelines.

Guys, i think you are paying to much attention to BUYING SELLING LINKS thing! It is in your own interest to advertise on other sites! Sometimes a well bought link could drive you more traffic then any other search engine!

Yeah, but most eager of everyone's all those, who just want to drown their competitors, so what with them? How to distinguish it?

There are some ways to put sold links, and it can be catched by smart algos, and some ways where it can't be detected even by Sherlock Holmes itself.

So... some of the people will stop it, some will not - and those first group is all about. Because Cutt's post and paid links report form costs Google nothing.
