when do you say someone is a scammer??

Ok here's my prob. I have bought directory subbmission service and now more than 2 weeks later and some pm he/she still did not what I asked. The person rep and Itrade are good and thus I don't want to start screaming he is a scammer while maybe he is not. I do not want to ruin someone name but this is taking to long and every time I pm I get the answer like'it will take a few days'or something. I am getting tired of this.

So what do I need to do. Declare him a scammer or not?
