It is not true always. You keep working using all your knowledge, making all efforts, devoting all your time and still there is no movement in the green bar. And the truth is all your clients wants this greenery to increase every time Google updates. So this green bar is matter of worry ..........
I suppose the alternative is to do nothing as still there is no movement in the green bar. You just have to wait for Google o do the update. No one knows when that will be or if Google will still display it, or even if Google still cares ... but that's just my opinion.
The little green bar doesn't update as often as Google does, and it is only one small indicator of overall performance anyway. Part of your responsibility to the clients is to train them out of relying on the little green bar and give them piles of other statistics which show your SEO efforts are paying off. If their traffic from search engines is increasing, and their sales from search engine traffic are increasing, and their advertising spend is *not* increasing, it'll be way easier to convince them that the little green bar isn't what they should be watching.
Google's last PR updates actually happened in April 28-30, 2007... Google delayed it or maybe they will not displayed it like what they did to supplemental results... They have something in mind on what they will replace for it... I think the Page rate will be used instead of this PR..

" To do nothing" will definitely move the green bar - in negative direction. So efforts are always needed at least to maintain what we got
I agree with you Chorizo and we always try to show those statistics to our clients which are the real results of optimization for the website. And the website is getting best, because of these. But situation becomes very unstable if your clients competitor got a hike in pr and you are maintaining the same besides all your efforts.
