You would like to introduce your village with blog? Why not! if you village very famous, you will earn more money from adsense.
that surely is an excellent idea but besides the blog - you also could expand your site by adding - a forum - with questions/answers for visitors - an address section - hotels, restaurants, sightseeing - greeting cards with photos from your village and neighborhood - wallpapers from your village all in both languages just try to feel and think what information and help foreign pilgrims may need when PLANNING to come and when staying there
I'd say it's better a site for this purpose. If you install drupal.org you will have a good basis for a website and will also be able to have a blog, forum, photo gallery and much more, all free and in both languages. Why a site? because informations about a village is better organised by categories/topics than by chronological order. Of course on wordpress you can also create pages along with blog posts, but I still think that drupal.org is way more versatile. And surely yes you'll be placed in google's first page after a few weeks when you have relevant content.

If you look at some lists of open source CMS you'll see Drupal always in good place. If you want the competitor of drupal it is joomla.org BUT even if joomla looks better to you, don't be fooled! Drupal is clearly the best, and not so difficult to use at all, it just takes some time to know more and more about it, but the more you'll learn about it the more you'll see how great it is and all you can do with it in your future projects and how much you don't need joomla
CMS means Content Management System. Content Managements System is nothing but Pre Built. Pre Built means Blog is already there just you must install on your host and regularly update your content. I think Blog about your village is waste why means to get international traffic it is definitely waste. Try to get good keywords and start blogging.

Not it's not pre built, you still have to customize it, the template and the modules you use. Yes a CMS is an automobile engine and then you customize the shape of the car and the colour (template) and also the other options such as air conditionning, airbag, etc. (modules) you can make a very simple car or a very complex car with every little gadget. All starting from the same engine. Anyway, a blog/site about your village is good because the competition is very very very very low, so you can become the best website about your village, even better than the official one, yes, it's that easy to dominate such a small niche. And since you said it is also a religious destination, then it means you'll have traffic in europe and also many things to write about, related topics such as prayers from the specific religion, historical events, etc. You won't have to copy and paste articles for lack of ideas like if you start a blog about "earn money online" good luck
