You are promoting incorrectly then! When you join other forums in hopes of getting members you can not just paste your URL in thread after thread. You need to actually be a contributing member to that other forum. Give them some content, and squeeze in your link when it actually FITS topically. I give a few tips on promoting through forums here. and I've never once been banned from a community... You can do some Link Building with Blog Comments as well. The only real trick is to be HUMAN and to be a part of that community. As from the look of it you are following the guidelines here: How not to Attract Forum Members Though, only half of the work is outside of the forum. The other half is on the inside. Good threads that make people want to post in them. A good mod team. And active administration are all important aspects of getting a new community off the ground. In all things, remember, the keyword IS community.
I have seen some forums use postings from Yahoo Questions to get the posts going. Once you have some good posts, that should attract some members.

I havent registered just because i didnt need help yet.As i said above my forum is still 2 day old.And i wont sell the licence because the email it is registered to is my dad`s and i can access it to see the details

If he's not in our database, then he's using a pirate copy. It appears to be fairly obvious in this case.
