Is it based on content? Or can you manually put some in? Because I have no idea what I'm doing. :<

If you are using Frontpage simply right click on the page and then page properties then you'll see :

Title : Which is your site name
Page description: Which is the main description of your site content
    Keywords: Here you are :)

    Regards,

Your keywords should be related to your content.

    Put keywords on title
Create unique meta description for each page using your targeted keywords
    Use alt tags in images
    Use keywords as anchor text

Just putting them in your keyword meta tag won't achieve much, most search engines don't bother with those these days.
Put them in your title tag, and your description tag, and then put them in a natural way throughout your page - use h1, h2 headers, to emphasis the most important words and phrases, and then have your main keyword, and long tail variants of it in your text.
On page it should be used in a natural way, so that it reads well, and makes it clear to your visitor that the keyword is what the page is about, without looking at all 'spammy'
