does the link look like: <a href='http://www.domain.com'>Anchor</a> If it is a javascript link it will not help your site at all (apart from traffic maybe)
you must check meta tags too,if you see "nofollow" then it means NOTHING. fx:if the backlink from wikipedia,forget about page rank.Also check how many links at that page,it's effecting too...

I think if you have a quality site and related to the PR9 site probably you can get it a link. But you'll have to convince the webmaster first. :-D There goes your marketing skills.
PR9..too bad. You need a PR 10 to do anything. J/k, you obviously did a good job, and have something more valuable than 1,000 PR 2 backlinks, presuming the PR9 site is relevant to your content. So, you gonna tell us how you got it?

1) If your link is masked with Javascript. You will NOT get any PR. 2) secondly, it doesnt matter if that site has Pr 9 for homepage. PR is only passed from the page your link appears on. 3) if it has nofollow, then again No PR
if your link on high PR website then google is also crawl your website very fast. Because you know that google fast crawling high PR and daily updated website.
