Here is my question

Can any adwords advertiser have the right to target a single url?

I mean , Can advertisers target my website if I explain to them how or point them to the google pages that explains?

Is this a feature for all adwords accounts, or do you need a special account?

I am referring to how Shawn makes everyone go through adwords,

Is this possible with any site?

I guess anyone could go to a URL, but since the display url and destination url has to be the same, I don't know how you would gain from it.

I know some advertisers allow you use their domains when you are doing affiaite marketing.

Yes, via site targeting. At the present time site targeting is a cpm setup but site targeted cpc is being tested.
