Write articles. Throw up a blog or a Squidoo lens. Put up an advertisement on USfreeads.com. These are just a few starting places to consider.
Submit to directories, search engines, work out a link exchange with sites related to your content, tons of places to start.
THE ANSWER IS PROMOTE IT EVERYWHERE! Write a few good articles or have some written for you and submit them t0o digg, stumbelupon etc. Subtit them to article site etc. Just really hit the pavement

If you are referring to purchasing traffic from the likes of traffic brokers or traffic exchanges, there are many more effective and efficient ways of spending your money. I have not heard of anyone saying great things about a purchased traffic package. My 2 cents
Emulation is the greatest form of flattery. If you are stuck I would suggest doing this. Go do a search in google for your specific niche. Look at the top 10 sites comparatively. Take a look at where they are getting their backlinks from. Find out where they are advertising at. Now obviously if your niche is very competitive and the guys at the top have deep pockets you will not be able to do everything that they are doing but it should at least give you a decent idea of where to start from. Rinse, Repeat. You just have to be a little creative in your research methods. You don't really have to pay either. Hope this helps some.
