    You may not be doing excessive link exchanges but if you buy even one link in public place and someone reports you, you'll get penalised.

    Right, in fact google release their guidelines on Link Scheme and below is one of the violation of Google's webmaster guidelines and can negatively impact your site's ranking in search results.

    Excessive reciprocal links or excessive link exchanging ("Link to me and I'll link to you.")

    what is excessive? I know that excessive means " to much "! what is to much? is there any numbers or limit to do link trade?

    how can we say the we are doing an excessive link exchange?

    Does google give a clarification for that?

    one point to note about link exchange is that;

    "no one will exchange link with your website if your site is not of similar or higher quality to theirs."

    therefore; link exchange is natural..

    As an owner of a new website, I found that quality link exchanging has really helped my ranking. I went a bit gun ho the first few days and got a bunch of exchanges in a matter of two days, and Google didn't like that. Two weeks later, Google stopped penalizing for the links, and I'm doing great.

    its not prohibited to exchange links but i think it negatively affects your pagerank when u buy links and google finds out

    I see this as "Fake Link Exchanging" is prohibited. You start trading your links willy nilly with lots of different "suspicious sites", they will come after you.

    On the other hand, natural link exchanges are encouraged and acceptable. As long as the link is not their purely for ranking, everything should be okay...at least thats how I see it.

    They should try to be a bit more specific. If they were to end link exchanging as a whole, they would be done for as a search engine when you think about it....think about it
