If you say I agree that but whatever it may be the political situation is completely different in Pakistan especially if you compare with Africa. The OP has also stated that there is non serious administration there currently. However I wish paypal will resume their service in Pakistan once everything is stable.

Yep you are quite right but the main reason could be that there is no law about internet/cyber crimes in Pakistan and PayPal is afraid of that (maybe). Hopefully PayPal will start their service in Pakistan but again I Highly doubt that :)

just after coming back to pakistan after spending 4years in UK i miss my paypal in here. So i wrote to them and they didnt even bother to answer my questions. they just replied with words like "we really apologize for the inconvenience and yes we dont provide our services to Pakistan. If u still have further question dont hesitate to contact with us.". lolz..... i really wish paypal start in pakistan. Now Pakistan banks are really mature in internet banking and have very strong infrastructure. so there shouldnt be any doubt about no laws about cyber crimes.

i think that is the correct reason. the lack of any proper law governing Internet transaction etc.

It's not really about conditions Sana. Problem is that Pakistan has no cyber law so PayPal is not safe providing their services unless our government sets some rules and regulations for cyber world. Now I'm able to understand why PayPal is hesitant to allow Pakistan.

I guess we should first write a petition to the responsible authorities regarding the issue (cyber laws) and ask them to help us making Pakistan a secure IT industry

I think paypal should add to Pakistan. There are lots of people online from pakistan waiting for paypal to add. One of my friend who lives in Pakistan Captial had 500$ in his account all from Digitalpoint advertising and they closed his account!

Well guys i dont agree with the fact that pakistan dont have any cyber laws. there are cyber laws. and i dont understand one thing if other companies dont have any problem in doing business in pakistan (even if there is so called no cyber laws) then what problem paypal have to start it services in pakistan. There must be something else they dont want to mention.

if u r not agree with me about cyber laws in pakistan. please ask someone who know laws or surf on internet.

How can you say there are Cyber Laws in Pakistan?? Any Proof?

I agree there must be something else they don't want to mention (which clearly is politics ) but still PayPal have the right to say there are no cyber laws in Pakistan and they are not wrong.

that's right Jimmy! i have read it too, not only pakistan, i have seen bangladesh was also blacklisted,

I think it's up to paypal to choose, which countries they want to deal with, so forget it and continue with other payment processors, money bookers is a great alternative, it gives bank transfers to india also! so why not promote money bookers aswell!
    cheers!:)

Now that's a great logic, what does hacking has to do with PayPal allowing Pakistan?? Hackers are every where this doesn't mean payPal won't allow a country because there are few hackers .
