_blank tags?

I was checking as to whether or not a link I posted on a webpage had nofollow tags on it, but I instead saw:

What is the _blank tag's significance to linking/SEO? If it doesn't hinder the backlink benefit, I think I found a nice site to get free backlinks from

 

I think _blank just signifies that the link opens in a new window?

For anyone interested, you can get a free backlink at:

www.projectplaylist.com ; when you get your profile, simply put your website in the space where you are supposed to put your MySpace URL . If your PP profile gets PR, it'd be nice to have indeed!
