Interesting take. I have done the same task just using different tools to get my cities and content. I think I will do a test on your process also and report back my results.

Not to rain on your parade, but... you've got a paragraph tag in your meta description tag, your page content is roughly the same on every page, and you could much more easily accomplish this task by running a mod_rewrite to send the static page to a dynamic script inserting the local city name for every local area you could think of... no copying and pasting. Also, what's your reason to leave the pages off of your sitemap?
