    is it safe to google? i found some one hidden h1 by #top H1 {
    TEXT-INDENT: -3000em
    }

    will google ban it?

    It'll penalized it if it finds that. Don't use the same technique, it's way to risky and you don't gain too much.

    can any one explain me how Google will detect that code which comes from css file. i mean crawler can see that code which we can see by view source of page. than how can crawler access css file??

    Yes, but if you can add position:absolute; it will not be seen even if it is searched. :D
