it is possible. but you probably end up getting banned from adwords just like me ip does not help here. its your CC info.
actually, i dont see any reason why this wouldn't be allowed. just create a new one and kill the old one. you'll lose all your previous data, but you can always export that stuff out. when we pulled our account from our service provider, we had to create a brand new account and basically start over. no problems thus far...
