If I link to the same pages on my index page twice is that ok? I have pictures with the text underneath the picture, if I link both the picture and the text below it to the page in question would that be ok to do?

Yes. It is ok. You won't get twice the benefits for it :D
This is normal and a lot of websites do that.

Okay, just heard previously about sending people to same page via different links was frowned upon?

If you are linking with an image, it's highly recommended that you use a text link, too.

    You did it right.

Linking twice to the same thing on the same page is perfectly fine. Look how many bigger websites do it. You're okay. :)

I've seen several sites with the menus / links at page top, and page bottom for navigation.

Its one more thing that I'd refer to as one style of industry standard.

From a SEO point of view i see absolutely no problem with that, go ahead u can do it..

Ps: this is just for your general knowledge:

you can create a javascript function that will open the image link in a new window, and for the textlink use a normal "a href", the code should look like this look like this:

And the function should look like this : (to be added somewhere inside the head tags)

    Good luck.

It's fine. As long as what your doing is natural you shouldn't have any problems.
