$30 is not much to get $200 back.
    This is a good deal.
Unfortunately, this offer is only available for first-time advertisers. :(

I have no idea, I know that in the past for some of their offers you had to be from US in order to get the money, and they stated that on the 1st page (at the bottom of the page with grey). But here they dont say anything for being an international advertisers, so I guess it's best to contact them before signing up. Fire away an email or give'em a call.

I signed up, but I don't see the $200 credit in my account. When will it be credited to my account.

Also, assuming I do not want to spend more than the required $30 of my own money, when and how do I stop them from automatically charging me after the $230 runs out?

Thanks. I'm surprised they didn't have the 48 hours of waiting specified more.

Edit: Sorry to keep bothering you all with questions, but Yahoo's help search isn't helping me. ;) Does the $200 expire (after we create the account and it gets credited)? I made low bids, and it may take a few months for me to deplete the $200.
