How fast can I achieve minimum PR3/4?

I want to signup under an affiliate program, but they need the site to have atleast Pagerank 3 or 4.
If I do quality link building and stuff like that. In how much minimum time will my domain get PR 3 or 4?

 

if you build quality backlinks, your pr will be 3 or 4 on next pr update (dont ask when)

I achieved with my math help website in 2 months, at the first pr update I got 4 on my homepage.
