It looks like a photoshop job to me. Some of the letters are small in places where his arm doesn't curve. Either that or a really bad tattoo artist.

 

I doubt it's photoshopped but the tattoo artist is good.

It looks pretty real to me and not a photoshop job. But why would someone get that tattooed on their arm? In 60 years will anyone even remember what the blue screen of death was? I don't see the point!
