Google seems to be saying that PR does affect SERPs — "Pages that Google believes are important pages receive a higher PageRank and are more likely to appear at the top of the search results." (http://www.google.com/corporate/tech.html)

Exactly. I can't understand why everyone keeps going on about how "PR does not affect SERPs". Sure it does, Google says so, and I believe. It might not be a very large percentage of SERP position, but I'm quite sure it has an effect. Now, this is of course the daily value, not the toolbar PR I'm talking about.

Hey, Pal, you can do it easily with Google Webmasters Tools at
    http://www.google.com/webmasters

That will give you the last Backlink Update made by Google to your site.

Yahoo has also its own BL Tool at

    http://siteexplorer.search.yahoo.com

And there are few websites that check the PR and Backlinks with a reasonable accuracy, e.g., www.iwebtool.com

We all know that Google says that, and we all know what we believe. To answer this question a firm proof from search results would be needed and I guess some experiment would have to be done.

What kind of proof do you want? Check out the top search results from the 10 "gaining" search queries of the week (Google Zeitgeist). One of them has (toolbar) PR n/a, six have 5 and three 6. So, are high PR sites likelier to appear on top for popular search terms?

You can't separate PageRank from all the rest of it, but even if you look at a larger sample of search results, the top spots are most often taken by higher PR pages. The occasional PR n/a site will rank, because toolbar PR is only updated so often.

Days after toolbar PR update will be appropriate for such analysis.

But, maybe it is just a coincidence that you see many high PR pages at the top of SERPs. I say this because most (possibly all?) of these pages will be relevant and have relevant links pointing to them, thus they are there for relevancy and not PR. Google only succeeds by returning that people are searching for.

IMO I think they dont mind so much if some webmasters chase only PR as it is not the key factor in determining SERPs. BTW, I can show examples of where new websites with low PR (actually zero in toolbar but estimate is pr2 or 3) are out ranking higher pr pages. I am sure many DPers can find such examples also.

Of course, this is true. I'm not saying PR is the main factor in determining SERPs. However, I'm pretty sure PR has an effect. It's nothing we can really prove, but I think so.
