Why are you not starting a Pay per click advertising for your websites?

    Summary: Why webmasters are sticking to pay per impression model while selling advertisement and not moving to pay per click model ?
    Now that google is coming hard on websites which are selling links (They want to monopolize selling links only via adwords)
    Now i know many websites which sells banner,text links, however as the price is based on number of impressions or monthly it is difficult to choose the best advertising options, so if your website implements a pay per click model (one click per IP address per day) and charges only per click , it will give advertiser the value for their money and in the long run good websites will earn much more than what they are earning from banner advertising program ,etc.

    Because I don't have decent budget for starting Google PPC :(

    I am not asking you to spend money on PPC, rather if you are selling links/banner on your websites (like $1 per 1000 impressions) my question is what stops the webmaster to start pay per click programs since anyway you have got impressiona tracking program installed in your websites
