The Aviva Stongest list is always a good place to start. I'd then suggest looking at more unique niche sites that relate specifically to your websites content. Ultimately you're looking to use $2000 for 20 sites... you really won't get too many submissions to good directories so try contact the owners to get a bulk inclusion - you might be able to secure a slight deduction...
Find yourself a good submission service. One that works with the free directories and get better mileage for your $$$. You are not going to get any meaningful traffic from those directories and in the present market one has to question how long they are going to survive. The free directory lists are where directory owners launch their new sites and you have a good chance of finding some that will still be around in three years time.

Not sure why. I work with them on a daily basis and regularly get #1 for the key words I want. Maybe you need to look at how you are structuring your anchor text.
I think Jeff has done pretty hard work in compiling the list as aviva directory. They're for sure one of the strongest directories on net. With a budget of $1500-$2000, i am sure you can get listed in top 40 or so directories. I would personally recommend... aviva, alive, gii, romow, v7n, directorydump, elegantdirectory, ewebpages, linksjuice, etc to get started. Once you are in these you can be proud of your link building...thereafter you can slowly and slowly build the links
