    Just go to www.storeskin.com, you can buy account verification there for 8$. It´s better for you to setup the account on your own because of IP etc. (changing IP´s are not that good). Ýou can also contact user storeskin here. It´s his store. I have only good experience with this guy.

    Yes! His service is not really verifying or creating account, he will provide you "bank account" to verify only and after 2-3 days he will give you amounts

    You simply can't do that. Even if someone gives you his/her account you won't be able to change the name on it to yours since personal name changes are not possible at Paypal, only business names. My advice would be try to use an option that is available in your country for collecting money or you put your money at risk.
