someone said if you got many low quality links in short time. you many got some penalty. i think it could be devalue of the low qualtiy links other than penaly. both can result in drop in serp. which ?
Along the same lines whats to stop competitors from dropping 10 dollars on the crappiest link package on earth for you and bumping you from SERPS? THATS why I find it hard, hope, its not th case. If it is, its one more chink in googles system. Google has a lot of great products but stuff like this, or even the rumor of stuff like this, is what makes yahoo a better engine

Your site will not get penalised, if google did this it would start a war with everyone trying to knock out competitors. However google may well devalue links if they are added too quick (this will vary by depending on site age, existing links, etc), so the benefit could be less or even none at all.
I think low quality links doesn't give your site a penalty. The site would just not have a good ranking. The site will get penalized if your site has a duplicate content.
Getting a lot of links is really not a problem and your site will not get penalized for doing so, because you cant control who is gonna link to your site
