CPM ads at the bottom of the page?

I see a lot of sites which show CPM style ads at the very bottom of the page. How are they doing this? Every CPM company I have looked into says you have to put their ads either above the fold or like 500 pixels from the top of the page or something. Do these sites have a special deal with the company? Or maybe they agreed to have their eCPM be considerably lower? I'd love to stick a banner down in my footer for a discount rate if that's possible.

I think they stick the banner at the bottom after site is accepted. I bet sooner or latter thier account will be canceled.

I have also wondered this. I have always kepted to the rules by having my ads above 500px's. I think burst may have something where you can put the ads lower down if for less money, but am not 100% sure or I could be getting mixed up with another ad network.

It was only last week that I had just implemented an ad from ValueClickMedia below the the 500px mark. After re-reading the TOS, I realised that it actually says you have to have all in-page ads above the fold except you can have both the rectangle ads below the fold as long as it's not right down the bottom and it needs to be in with your main content, which I have done. I'm now awaiting a response from Casale as they also allow this where their rectangle ad can be lower down, but it has to be in within your main contents text and not to far down.

    actually with adbrite/avn ads

it doesnt say you need to put over 500 fold(well avnads) and it is actually CPM /CPC banners, you cant really decide, so i put a few of these banners at the bottom of my sites because its also CPC

but i would be happy if someone was able to confirm this since avn ad support is slow

It depends on the advertising company. Some of the big name ones like Tribal Fusion don't allow this, but a few smaller networks do.
