Your voters identity card is a "Valid photo ID" kindly fax it to them along with a letter.

Add any phone bill or light bill or college id card which has your house address on it as same it has on your voters id card.

Fax all the above to them.

And How do you don't have a bank account? if using paypal where do you put your funds/cheque in? And if you got a bank account how is not possible to generate a statement and your bank account and statement and address proof acknowledgment from the bank?

It is most likely that there is some kind of irregularity which Paypal detected with his application (country don't match IP, unverified accounts or underaged users or credit card country does not match sign up countries), using a personal account to receive money for sales or they are suspicious of the contracts he went into.

Since he was asked to provide details of his suppliers, it would most likely be because of one or more transactions in which he received money for. I supposed they suspect that he might be violating of the terms.

With the high number of people using VCCs and scamming others, paypal is getting more suspicious of accounts and may do random checks. If you are not ding anything wrong and doing things above-board with proper documentations, you have nothing to fear.

This is not the process of usual verification. But whenever PayPal suspect any risky activity with your PayPal, they ask you to provide this kind of details so that they can confirm that you are not using the a/c with an intention to fraud with a stolen identity or with fake details. This is just a routine process to show them, you are innocent & honest if you find any issue with your transaction or deal.

This has for me never been a problem. For test purposes I created PayPal accs for many different countries (mostly EU but also India, HK, Malaysia etc.) and they have been all verified by Indian VCCs (the accs are not used, only for testing VMI account with it)

just my experience about the red marked. the rest is from my experience too but even not matching ip´s didn´t always end in limited accs (never ended in limited acc if I created Indian PayPal for examle from German IP and always logged from the same IP, didn´t have to match with PayPal account country IP)

Ah, but did you use those accounts for buying and selling and did you ever attempt to withdrawal money? If you didn't, then paypal didn't care about your activity. If you did, then you got very very lucky or you knew someone on the inside. Attempting to withdraw money from an account that's had various ips logged in from different states in the US will limit your account in a second.

I'd just like to know and I mean really, really know, how paypal can justify allowing users to accept money with no issues UNTIL they attempt to withdraw. If they want to be a legitimate luxembourg bank, how can they get away with this scam? Could you imagine Washington Mutual or Bank of America doing that? No! It's because Paypal is shady and they want you to think using their service is easy. So, they wait to verify who you are until you attempt to withdrawal -- the exact opposite of a real bank who verifies at the beginning so you have peace of mind that they're not going to limit your account on some whim. I really love how usually, even when your paypal account is limited, paypal still lets you accept payments (in some cases). People are caught off guard when they're expecting a withdraw and suddenly get limited because the wind was blowing in the wrong direction that day.

Sorry for the rant. Some things about Paypal (and corporate american in general) just get me so mad.
