If you make site the same topic and it does not loose any links from other sites it should have same page rank after update.

well the original owner could have moved the website and has the same content on that lol - risk of duplicate content

and its not about content - if it is enough backlinks on it, a domain without a site will keep on its PR

If the domain is diff, the links look diff, and he "randomize" the ID of the link...shouldnt be a problem, isnt?

The domain will continue to have backlinks, at least for a while. This will continue to factor toward the domain's PR. Unfortunately, it may begin to lose PR as the backlinks disappear and the domain's original content and links are no longer present.

You can check the validity of PR on a number of sites. I think Smart Pagerank may have a tool too.

The other problem is what you see for backlinks now may not equal nearly what was present when the last PR snapshot factored into the Algorithm.

It's something to consider when buying a new domain that has PR.

If you're going to buy the domain name, you better make sure the content is there as well. If it's not, you'll lose whatever PageRank (in Google anyway) value it had, which is exactly what happens when you buy an expired domain name (basically, the PR got reset).
