    2. Is using plurals considered duplicate keywords? e.g. cat, cats

    3. Is using keyword phrases then singual keywords considerd duplicate keywords. e.g. home inspector, home inspectors, inspector, inspectors, and so on.

Search engines don't put any relevance on keyword META. Plurals aren't duplicate keywords, but both words, or all variations of your phrases, probably should be in your content if you're targeting both words.

If you're both targeting your singular and plural words, better use of plural words in your anchor or in your content. This will both give emphasis on singular and plural.

    Your answers are:

    1. How many times should I repeat a keyword in my meta tag?
In Title once, In META Description 2-3, In META keyword don't repeat keywords try making combinations.

    2. Is using plurals considered duplicate keywords? e.g. cat, cats
No. they are not considered duplicated.

    3. Is using keyword phrases then singual keywords considerd duplicate keywords. e.g. home inspector, home inspectors, inspector, inspectors, and so on.
Google don't give much importance to keyword tag, but still if you are adding such keywords, re-frame them, like: home inspector, inspectors, home inspectors as any how the combination of keyword is done.

    Don't really agree with karamkshetra.
First of all, it's always hard to give exact guidelines in this matter.

But usually, 1-2 times in the title and 1-2 times in the description.

Focus is to make the information relevant and useful so people first click on you listings in the SERPS and then stay on your site.

In title, keyword should be placed only once
and in description,Keywords hould be placed max times until it didn't get spam.sometimes it counted as duplicate.
In keywords,Keywords should be place 3 times as combinations of keywords.

1 time in the title and 1 time in the desription. This is enough. I always use this and get top ranking on Google.

Questions 2 and 3: I believe Overture doesn't consider singular and plural as different keywords, but Wordtracker does. In general, Wordtracker results indicates less searches for the same keyword than Overture.
