    How can users you pay to visit a site be considered "High Quality"?
    To me High quality is targeted traffic. Is this targeted?

    this is targeted, there are lots of users and they have all selected 2 categories, and they can visit the site one time per day to get paid, and when you pay me for the traffic I visit your site, pick two categories that fit your site the best, and users that selected those same categories see the link and get paid when they click it. Simple, but costs a lot.

    Is this against Adsense TOS?
    How can I be sure it is not any kind of program?
    What is the chances that any of them are going to really wanna return, if is real people then they are just there because they have been paid to visit?
