As a basic rule, never click on a link inside an unexpected email. Although PayPal has violated this unwritten rule in the past, a company should never ask a customer to log in to their account through an active link in an email.

I get emails like that one near hourly basis! The best rule of thumb is to log into your paypal account form another browser - DO NOT CLICK ON LINKS!

    when will people learn this....?????

That was apparently Paypal really, the link which you put points directly to paypal and not to a phishing site. However, it is possible to spoof email address's but this looks as if it was really sent by PayPal.
