Use the SEARCH link on this thread. There are many many threads about that. But concisely: you need link to your site from other sites. Better from pages with high PR. And a TIP if you want to bring your site to top position on search engines: get links from sites related to your site, is better with one-direction links, but reciprocal exchange link with related sites is fine too.
You get incoming links from high PR pages. The best type of link: a PR8 link that has only one outgoing link and that's to your web page.

Do you NEED PR? Will you be selling links? If not don't worry about the stupid green bar (it only gets publically updated once every 3 months or so) concentrate on SERPS and you'll be fine
