    By Paypal's terms :-

Personal Account - As the name suggest, this account is to be used for personal purposes which involves only for buying products or services through Paypal. No selling is allowed using a personal account.

Premier Account - If you need to sell products or services through Paypal and do not have a company then this is the account for you. Funds withdrawal can be made to your personal bank account.

Business Account - This is the same as the premier account but you register it using your company information. This account can be shared with several employees of the company. All withdrawal of funds will be made to the business bank account.

If you are planning to sell through DP then you need to get a premier or business account. You do not need to pay any extra to use the accounts but there are fees only when someone pays you through Paypal. Check the fees page at Paypal for more information. If you sell nothing, you pay nothing.

The personal account does not come with any fees but this is not allowed for selling anything with. Some people here are using the personal account just to avoid paying fees but when they are caught, they got hell to pay.

i think no one use personal account because most webmasters need to buy and sell. also please keep in mind that paypal cuts certain percentage of amount recieved as fee. it depends on the type of account. more fee is cut for business account.

You don't need to be in the US or Europe to opt for the Business or Premier accounts. You can do it as long as your country is one of the 40ish countries which can receive payments.

Yes that is only if you are not selling anything. The first moment you sell something, you are required to upgrade to a Premier account or else be in breach of paypal's terms.

It really depends on what you are planning to use it for. I only have a personal account.

There is no fees to upgrade from the personal to premier account. The only thing is that for every payment you receive through the premier account, there would be a small fee.

The benefits of a Premier account is that you will be allowed to send things using your paypal account and you will not have any limits to receiving funds through a credit card.

You are prohibited and not permitted to use your paypal personal account to sell anything as it is against their policy to do so. If you do, you are just running yourself at risk.
