I don't think you should be using traffic as a determining factor since Google really doesn't care. I always like to do a site and then plug a blog into it, just from a future functionality standpoint.

Traffic will come with a quality site or blog...it just takes time and lot, I mean LOTS of work.

You should be focusing more on what content will be on your site and how you will meet your visitor's needs.

Well either is just as good - just depends how much advertising you do and how many hits the sites get

with blog you can expect instant traffic boosts.Lots of traffic link systems available like feeds, blog directories, ping etc.

But in case of website it gets traffic slowely but its solid and you can expect even more from it.

So my option is on starting a website.

I think it doesn't matter whether its a site or a blog.

You will get a lot of traffic if your site was optimized well with your targeted keywords that has high search volume. You just need to maintain your top rankings.

I don't agree: if you use sub domains, you are not the owner of the blog and you won't have access to your Adsense account for put your ads inside.
For what concerns blogs, spiders crawl more frequently blogs and if they have a good content they will get good PR.

Blogs are easier all around. Easier to create, to update, and to SEO. Traditional websites may be more manageable once very large, but only if they are well designed.
