Most affiliate programs will give you a replicated website that you can use as your own. The downside to that is you can not make any changes to it. The Plugin Profit Site is one affiliate program that will build you a website and set up a newsletter for as well. You own the domain and you can add new affiliate programs to it as you see fit. It is 100% your to do with what you want. I started online with it 5 years agao myself.

If you are good at PPC marketing, there is good option for you on Moreniche. They have feeder sites for almost all their products, all you have to do is drive ppc traffic to a feeder site, and if the customer makes a signup, you get a comission. I beleive you do need a website to sign up with CJ. I don't think you are required to promote their ads soley on your site but you do need one to sign up.
I can confirm that both programs work. The www.DreamHomeBiz.co.uk now covers a number of my house hold bills. I mainly promote this one off line. I am using a mailing list. (snail mail) it's offers a free DVD. They have to email or visit a web site (www.DreamHomeBizDVD.co.uk) and give there email address. Then I can keep in touch by email. google (zlio) i heard they offer free websites that you can build and place products on but the commissions run really low like 3% to 20% i dont know if anybodys made any money from this but i heard that you can put asdense on every page of your site you might want to look into it.
You can definitely sign up with CJ without advertising on a website. I've been earning just from desktop software (eBay API) for 18 months now, although lately I have started getting income from websites too. They did ask for a web address when I signed up so it's good to have a page that describes your products or services at least.
