Heres something to go along with number 2.

Say you want to mail your pamphlets out to numerous businesses.

For example, imagine your a local web developer and you want to send out 1000 brochures to every business in your area. Normally it would cost you about $1 per each mailing including printing and postage, etc.

Approach 10 other non-competitive businesses and tell them you are doing a mailing to 1000 prospects and that they can send their mailing with yours for only $100.

Stuff all 10 flyers and yours into an envelope and mail.

Your brochure gets to ride for free....:D

You also get the advantage of seeing the other mailings ahead of time, and making yours different so that it stands out. You can also place yours on the top of the stack....;)

I like your ideas for promoting websites. Can you explain more about #1 because I'm don't quite understand what you were suggesting. Thanks.

Yes sure... let's say that in your area there is a huge news story that everyone is talking about... you need to try and find a way of linking that story to your business. e.g is there a high crime issue in your area? Is there a product in your company that can help with this?

Just read through the major stories and then piggy back on that story.
