Please quote the "thou shalt have outgoing links" rule in the TOS or Policies, then. The page is shaky, I will readily admit it, it's not one I would even think of creating. It is probably also MFA which IS a violation (though not one that is but seldom enforced) Outgoing links is NOT a requirement, though.
Theoretically. But how many MFA sites have actually been booted out compared to how many there are in existence. It will likely take an additional violation on top of that to get Google to look at the site for action. I'm not advocating this site, on the contrary, anyone who's read any of my posts knows the opposite but I suspect this site is not in much danger.
One what grounds? MFA? There are scads of those all over the place that Google is, unfortunately, doing nothing about? This one is no worse than those.
Everything is ok for this page, just one thing there is no outbound link... its against tos... I am happy to see he did'nt ask for clicks..
But, again, I'll ask, where in either the TOS or the Policies (or even in the Webmaster Guidelines), does it say that you MUST have outbound links?
