I think I just thought of a sweet idea for link directory script mod... Someone should build a Pagerank Backlink Matcher Addon. What it does is allows submitters to submit as many deeplinks to their site as the Pagerank Recip Link has... So if someone submits their site and puts your recip on a PR4 page - they should get 4 additional deeplinks submissions in your directory: Their Recips Ranking could go as such: PR0 => No Extra Links PR1 => 1 Extra Deeplink PR2 => 2 Extra Deeplinks PR3 => 3 Extra Deeplinks etc... I think this would really push submitters to put your recip on a high PR Page (Just My 2 Cents)
Interesting idea but here are my problems with it: -Straight recips are frowned upon by search engines. -Most directories have been either discouraging recips or stopping them all together because too many folks scam you. -I think the directory industry is trying to get away from it's dependancy on Goooogle and page rank, so this would be a step in the wrong direction.

Also the amount of links on the recip page would have to come into the equation, and that's variable so...
I've come across a few free directories which are charging more for reciprocals than for regular links. The trouble with this idea is that it relies on PR, which changes more or less quarterly. Are you going to reduce the number of links displayed when a link page loses PR? It would be essential to have something that spiders for nofollow and checks robots.txt for a tool like this. But honestly, recips have fallen so far out of favour it may well not be worthwhile building such a tool.
I think people are hardly selecting reciprocal linking options now as lots of quality 1 way links are available at cheap.
