From what I can gather from research - Smart Pricing is applied to a person's account if AdSense ads are implemented onto sites that don't meet Google's 'expectations' - namely sites with low CTR and impressions. That just my opinion though.
I'm afraid your article is based on a misconception. A low CTR does not mean you site will be smart priced. Smart pricing is based on whether or not Google think clicks from your site will convert to sales (or sign ups or leads or whatever). Low CTR does not mean low conversions.
