    Nope..
IP is not that important. but, i'd suggest not to use proxies.

Here's an reply from google I got about the issue.

    Thank you for your email.

We allow publishers from certain countries to have multiple AdSense
account per physical address. Therefore, I encourage you to submit an
    application at https://www.google.com/adsense/g-app-single-1 . There's no
cost or obligation, and our review period takes just 2-3 days. If your
application is approved, you can easily set up your account and start
displaying Google ads and AdSense for search within minutes.

    Well honestly,

You and your brother are different legal entities, so both have full rights to get a different adsense account. However i heard strong rumours that they dont allow indian publishers to get 2 accounts with diff names and same address. Not sure but thats what i heard

Yes I wouldn't believe them to allow Indian publishers to do so, I'm going to throw them an email about it to see if I can get a list of countries and to clear up the Ip issue. However at webmasters world there are numerous accounts of people that have been using multiple Adsense accounts on one ip, under separate legal entities. I.E. Husband an wife.

Okay email sent, will get back to me in like 4 days haha, I'll report then.

absolutely true. As i said earlier, husband wife or even brothers are seperate legal entity. However in case of indian publishers, due to lot of click frauds and bans, they prolly dont allow for india.

you may want to check what countries are allowed. Please share with us thanks

I use the same IP as other users. Will this cause a problem?

We understand that you may be using the same computer or sharing an IP address with other users. While we're unable to disclose any information about how we monitor click activity, please know that to protect your interests as well as those of our advertisers, Google continually monitors all clicks and impressions on Google ads to prevent any abuse of the AdSense program. Rest assured that we'll monitor your situation closely, and that your account is being properly credited for all clicks and impressions we consider to be valid.

I use Adsense on 3 different IP's. accidently clicked on my own ads on all three IP's and all those clicks were not valid. So adsense does register who logs in the admin, but if it's legal I have no idea.

To finish the Ip issue with an official response from google, in only 12 hours!

You can access your account from the same IP address as another AdSense publisher. Please note that users can have accounts with the same address as long as the payee names are different.

So there you have, completely solved .
As to which countries, no response. I can't find a list anywhere, but India is definitely on the list of countries which are not allowed multiple accounts in a household/ip.

Btw I found this thread in google searching, "which countries no multiple adsense " page 2!
