If you do an advanced search in eBay, on the results page there's a little orange rss button at the bottom of the page. Not really... Do a Google search for rss parsers, it's pretty easy to work out
Luke, if you want a script just use BANS, it´s very good for everyone who don't have much time or don't know php very well. If you know php well, you can follow this guide http://www.tonyrocks.com/index.php/tutorials/adding-an-ebay-rss-feed-to-your-wordpress-blog/ (given by kerosene) it's good for using with wordpress and it can also be the base of a script.
PHP is easy to learn if you have prior knowledge or exposer to programming in other languages. If you're totally new to programming, i would definitely recommend to pick up a beginners book in PHP. You can learn some basic scripting in PHP to get by. I built a custom "tech deals" site from CJ web-services a few months ago for experimenting. It took a week to build the basic foundation. I was thinking of adding a BANS store to a couple of exisiting wordpress blogs already pulling relevant traffic... Maybe linking the store from the top navigation and opening the store in a new window would work well??

You should consider taking a look at how it looks in Firefox. Looks nice though in IE, except for the quality of the auction images.
