thats odd, you might want to think about switching networks then because thats a horrible rate for that kind of traffic. Specially when your talking about popunder CPM.
Try LayerAds (see my sig). They pay great (5€/1000 for German traffic), but only per unique and payout differs per country. US traffic is bad at the moment (0.5€/1000). Payout is always reliable and they do allow adult sites. If anyone needs any help with LayerAds (it's in German), pm me. I'll help you IF you use the ref link in my sig
paypopup.com pay these rates but I don't think United States $1.44 Canada $1.30 Australia $0.90 United Kingdom $1.80 I don't suggest paypopup.com for adult website , even their rate is too low for adult website Adult traffic is 2x more cpm than regular banners

Yep, use to be #2 publisher on it. It's a pretty good company, crap ads, images and allows adult. Only pays 3.7 cents on average per click, but if you sell a link on your site, for a week or something, theres some nice profit.

i think you can have an ecpm in your site of 5$ if you have very good traffic and if you mix your own cpa offers with pop-ups or link/banner sell, cpc, affiliate programs, etc, (i've read john chow gets an 100$ ecpm :| not sure if i belive, but i'm noob on internet marketing lol ) if not you can allways park your domain and expect much more then 5$ ecpm hehe
