Ive not used these, but either way DONT use any sort of software/programme to get your backlinks. They leave footprints which google will pick up on

Technically google doesn't even allow link exchanges. However, they really don't care.

I don't recommend you to use them, you will not get any benefit and your sites will get penalized. I used to have a site on top 30 results for some keyword, after I entered some link exchange programs it totally dropped and this was like two years ago, now their algo is better and more restrictive, so you should not bother.

How can google "not allow" link exchanges? They don't own your website, they can't tell you what to do. They just have guidelines and mostly to improve their search quality.

My site is somewhat different. My site is a growing repository of websites stored under mysql. The actual links exist on html pages which reside on local servers of the the website just like any other normal webpage of their site. My site merely faciliates the exchanging of links by taking all the drudgery and tedious work of exchanging links out of the equation. You just look for sites related to yours and click on the request link exchange link.
Just remember, Google penalizes sites when they link out to bad stuff, like banned sites, and link farms. Reciprocal doesn't hurt anybody's rankings.

You should just get one way links and not do link exchange. But if you really wanna do it, you could start here: http://forums.digitalpoint.com/forumdisplay.php?f=53

This is straight from google's guidelines or rules.
Technically, link exchanges aren't allowed. As I said, if they are relevant they are o.k. Google really doesn't care as long as the links are from legitimate websites related to yours.
