What could the US have done with the money it has spent on the war in Iraq?

You are correct that Iraq isn't number one at the current time, this is purely down to the efforts of insurgents in Iraq. However, I bet the statistic will be totally different once it settles down in Iraq. I expect to see Iraq at number one within 2 years.
