Text-Links-Ad is a good way to go if you have money. If not, try to submit in free directories and affiliate with site similar to your site niche.
Write good content, make sure your pages are search engine (spider) friendly, build some relevant backlinks, rinse, repeat, and wait it out.

How about article writing and submission. Does google pass PR from the links? Anyway its not always about google. If somebody finds the article they might visit you. Right?
Quality content = Quality backlink = higher. It's a slow process though but backlinks are a major part of it.

I have found that networking my own sites helps increase my sites. Overall I have about 40 sites all with various PR but most with PR4 and I backlink them all creatively to one another avoiding reciprical links and have found that my new sites will jump in PR. Plus I do all the rgular backlinks with others etc.
I recommend not link out to unrelated sites. I've seen people link out to completely unrelated sites and have their kw rankings drop.
