Login to your control panel. Go to Content & then Directory Management. You can create a directory under the root with custom permissions
If you can't do this through your control panel, your ISP can provide you with a folder inside you website that has the proper read/write security. I would contact them and tell them you are using an access database and you need read/write permissions for your IUSR_MachineName / NETWORK SERVICE accounts. Which account depends on which version of windows you are running IIS on. And this advice is only good if you are using IIS. If apache, i have no clue. Call the ISP support! Cheers!

Was this figured out? Could also be a permission issue. GoDaddy only gives a partial or medium trust verses full trust which may be a part of your problem.
